Prepare the 2025 Form 940 PDF from annual employee payments, reviewed FUTA exclusions, per-employee wage-base calculations and state unemployment-tax records. FUTA is the employer’s tax. The builder calculates the supported return entries, but separate Schedule A/R attachments, actual deposits and filing are not included in the document order.

Reviewed October 29, 2026 · The final 2025 original is enabled; 2026 is unavailable. The worked employer example assumes eligibility for the full ordinary state credit and no credit-reduction or other adjustment.

The Form 940 FUTA builder organizes an annual unemployment-tax return. Its most important inputs come from employee-level annual records, even though the final form displays employer totals. A single business-wide $7,000 deduction would not represent the federal wage-base rule.

What is being reported on Form 940?

Form 940 reports the employer’s annual federal unemployment tax. It differs from Form 941’s quarterly withholding/Social Security/Medicare reporting and from an employee’s personal unemployment-benefit records.

FUTA is not a deduction from employees’ wages. The employer determines and pays it under the applicable rules. The 2025 Form 940 instructions explain filing requirements and special employer situations; the existence of employees or a state account alone does not resolve every federal classification.

The live tool offers only the final 2025 original and disables its 2026 choice. Do not use a draft year or change the printed year simply because the return is being prepared later. Match the annual reporting period to the actual payroll records.

Enter the legal employer name, EIN and current address, keeping any trade name separate. If the return is amended, a successor return, a no-payment return or a final return, select only the facts that apply. Those flags do not create the necessary supporting explanation or establish successor-employer eligibility.

Our Form 941 guide covers the different quarterly payroll return. For an individual owner’s self-employment tax, the separate Schedule SE guide concerns another obligation, not a replacement for employer FUTA reporting.

How should the payment and wage-base entries be established?

Start with total payments to employees for the calendar year. Determine any payments actually exempt from FUTA, then calculate the amounts above the $7,000 federal wage base for each employee. These are separate deductions from the total when finding taxable FUTA wages.

Do not classify the same payment as exempt and again as an over-base payment. The tool warns that the two amounts together cannot exceed total payments. Its arithmetic cannot correct an unsupported exemption classification.

The exemption menu includes categories such as certain benefits and retirement-related payments. A category name is not permission to exclude every payment with a similar payroll description. Review the actual FUTA treatment before entering a category total.

The annual $7,000 base is applied individually. Someone paid less than $7,000 of nonexempt wages contributes only their actual applicable wages to that calculation; the employer does not claim an unused extra amount merely because an employee was on the payroll.

Maintain a worksheet by employee showing annual payments, supported exclusions, the applicable taxable amount and any remaining over-base payments. The 2025 original Form 940 combines these reviewed amounts on its payment and taxable-wage lines.

Review annual payments and FUTA exclusions for each employee, apply the individual 7000 dollar wage base, then establish the state-credit adjustments and employer tax.
The employer’s return totals begin with separate employee-level wage-base records.

Which state-tax selections need particular attention?

Select the state unemployment-tax situation from the actual records. The tool initially offers the mailing state as a convenience, but the state relevant to unemployment-tax coverage may differ. Change that field when necessary rather than accepting an address-based guess.

The ordinary calculation reflects the maximum state-credit treatment only when its conditions are met. The standard federal rate is 6%, with a potential credit of up to 5.4%, commonly leaving 0.6% before applicable adjustments. The IRS FUTA credit-reduction explanation describes why the effective amount can be higher.

If all applicable FUTA wages are excluded from state unemployment tax, the builder uses the corresponding Line 9 adjustment. Having no state unemployment-tax obligation does not automatically mean no federal FUTA obligation. Establish the federal wage treatment independently.

When only some wages are excluded from state coverage, or relevant state tax was paid late, complete the official Line 10 worksheet before entering its reviewed result. Do not apply a guessed percentage to the whole payroll. Keep the worksheet and payment evidence.

Multi-state employers and relevant credit-reduction situations require a separate 2025 Schedule A. Use its reporting-year state information and the appropriate covered FUTA wages. The builder asks for the resulting credit-reduction amount; it does not generate that schedule or establish each state’s wage allocation.

Credit-reduction liability also needs the proper quarterly treatment under the instructions. Do not distribute an annual adjustment equally among quarters solely to make the totals look even.

How does an employee-level calculation reach the return?

Assume a fictional ordinary employer has 12 employees, each paid $36,000 in 2025, with $9,000 paid to each employee in each quarter. All payments are ordinary, nonexempt FUTA wages before the annual wage-base limitation. There are no other employees or successor-employer wage-base issues.

Also assume all relevant wages are covered by state unemployment tax, the required state payments and other conditions support the full ordinary credit, and no credit reduction or other adjustment applies. The example does not determine whether those assumptions hold for another employer.

Fictional 2025 Form 940 annual wage-base calculation
Reviewed calculationAmountHow it is established
Total employee payments$432,00012 employees × $36,000.
FUTA-exempt payments$0None under the assumed facts.
Above-base payments per employee$29,000$36,000 − $7,000.
Total above-base payments$348,00012 × $29,000.
Taxable FUTA wages$84,000$432,000 − $348,000; also 12 × $7,000.
Tax before special adjustments$504$84,000 × 0.6% under the full-credit assumption.
Additional adjustments$0None assumed.
Annual FUTA tax$504The reviewed example’s Line 12 amount.

The later wages above $7,000 are not the same thing as a FUTA-exempt benefit. They remain part of total payments and enter the separate over-base calculation. Keeping that distinction prevents a duplicate subtraction.

Because each employee already receives $9,000 during the first quarter, each has used the full $7,000 annual base in that quarter under these facts. Later wages to those same people do not restart the federal base each quarter.

The fictional employer has 432000 dollars annual payments, 348000 dollars above the individual wage bases, 84000 dollars taxable FUTA wages and 504 dollars tax under the full ordinary credit assumption.
12 employees × $7,000 taxable wages × 0.6% gives $504 under the stated credit assumptions.

Does the annual return deadline determine deposit timing?

No. An annual Form 940 can require deposits before the annual return is filed. The relevant quarterly accumulation and $500 threshold determine when deposits are required. A liability at or below the threshold can carry to the next quarter under the rules; once the accumulated amount exceeds $500, the deposit requirement applies.

In the fictional case, the first-quarter liability is $504, just $4 above the threshold. That still triggers the applicable first-quarter deposit obligation. Waiting until the annual return would not satisfy that earlier timing requirement.

Fictional 2025 Form 940 quarterly liability reconciliation
Period or recordAmountMeaning in this case
First-quarter liability$504The annual per-employee bases were reached in Q1.
Second-quarter liability$0No new employees or adjustments assumed.
Third-quarter liability$0Same reviewed wage-base assumptions.
Fourth-quarter liability$0No credit-reduction adjustment assumed.
Part 5 annual total$504Matches the example’s annual tax.
Actual deposits$504Assume the required deposit was timely and credited.
Balance remaining$0$504 tax − $504 actual deposits.

Part 5 is completed when the annual Line 12 tax exceeds $500. Its quarterly entries are liabilities, not deposits. The fact that this example has matching $504 amounts in different records does not make those records interchangeable.

At year end, an eligible remaining undeposited amount of $500 or less can be paid with the return or deposited under the instructions. A balance over $500 must be deposited. Review the IRS employment-tax due-date guidance and the reporting-year rules, including any relevant weekend, holiday or relief adjustments.

What remains outside the PDF order?

Prepare any required Schedule A separately, including multi-state and credit-reduction information. Aggregate filers may also require the relevant Schedule R. A confirmation checkbox does not create either attachment.

An amended Form 940 uses its own amendment procedure and return-type flag. Do not substitute the payroll-quarter correction process described in our Form 941-X guide. Review the annual return’s instructions and provide any required explanation of the changes.

A successor or final-return selection also needs the underlying facts. Keep supporting payroll and business-status records rather than treating the flag as an election that establishes the desired tax result. If there were no payments, confirm that condition and the remaining filing obligations from the applicable rules.

How should the final return, refund and voucher be reviewed?

Compare all three original pages with the annual worksheet and actual payment records. Check identity, reporting year, payment totals, exclusions, excess wages, state coverage, worksheet adjustments, quarterly liabilities and deposits. Confirm that nothing was deducted twice.

If deposits exceed the reviewed annual tax, choose the applicable refund or next-return credit treatment. The tool includes a direct-deposit request for the supported refund route. Verify actual bank details privately; a refund selection does not establish IRS approval or a payment date.

Use Form 940-V only for an eligible check/money-order balance payment. The voucher cannot replace a required tax deposit, and the document-service checkout does not transmit money to the IRS.

Complete the authorized employer signing requirements. The interface can leave signing for later or apply the signer’s own drawing; filing-method authority and requirements still need to be met. A paid preparer completes their own separate declaration and signature.

Review the current price and full preview before an order. Blank IRS originals are available directly without a purchase. The supported three-page PDF does not include every required attachment, file the return or pay FUTA.

Form 940 builder questions

Can FUTA be deducted from employees’ paychecks?

No. FUTA is the employer’s tax. Do not treat it as an employee withholding deduction.

Is the $7,000 base one amount for the entire business?

No. Apply it to each employee’s applicable annual wages, then combine the reviewed totals.

Does no state unemployment-tax obligation mean zero FUTA?

No. Establish the federal obligation separately. The all-excluded state-tax adjustment can affect otherwise taxable FUTA wages.

Why does the example require a deposit for only $504?

Its first-quarter accumulated liability exceeds $500. The $4 excess is enough to trigger the applicable deposit rule.

Can the builder prepare a final 2026 return?

The reviewed product enables only the final 2025 original and marks 2026 unavailable. Recheck the official edition and actual tool availability before preparing another year.

Does the order include Schedule A and an IRS payment?

No. Required Schedule A/R attachments, actual filing and tax payments are separate.

The Check Stubs Online Editorial Team reviewed the final 2025 builder and cited wage-base, credit and deposit guidance. The original case verifies 12 × $36,000 = $432,000, 12 × $29,000 = $348,000, and $84,000 × 0.6% = $504. Full ordinary state-credit eligibility and the absence of other adjustments are assumed.
