Use the Form 944 builder only for an employer the IRS has notified to file this annual payroll return. Enter reviewed wages, withholding, taxable wage bases and payments for the enabled 2025 original. Annual filing does not always permit annual payment; required deposits, separate schedules and submission remain the employer’s responsibility.
Reviewed October 29, 2026 · The tool enables final 2025 Form 944; its 2026 option is unavailable. The fictional example assumes an existing IRS annual-filing designation and ordinary wages without special adjustments or credits.
The Form 944 annual payroll builder helps turn an established payroll record into a return PDF. Start with the employer’s filing notice, not a guess based on business size. Then distinguish the annual reporting requirement from the timing of tax payments.
Who can prepare Form 944 instead of quarterly Forms 941?
The IRS must notify an employer to use Form 944. An expected annual employment-tax liability of $1,000 or less is relevant to eligibility, but that amount alone does not change a business’s assigned return. The IRS comparison of Forms 941 and 944 explains the notification requirement and reporting distinction.
If a notified employer’s actual tax rises above $1,000, that increase does not automatically switch the year to quarterly Forms 941. Confirm any later IRS change to the filing requirement. Do not prepare both return types for the same wages merely because the business grew.
Our quarterly Form 941 preparation guide applies to the other reporting route. Neither article determines a particular employer’s assigned form from its number of employees.
The reviewed builder requires confirmation of written IRS notification. It currently uses the final 2025 original and disables 2026; a return prepared during 2026 may still report 2025 wages. Select the actual reporting year rather than the day the document is downloaded.
Retain the IRS notice and any later correspondence with the annual workpapers. If the designation is uncertain, resolve that uncertainty with the IRS before treating a completed PDF as the correct return.
Which records should be assembled before entering amounts?
Gather the employer’s legal name, EIN, address, annual payroll register, employee-level wage-base detail, withholding records, deposit confirmations and any credit or adjustment workpapers. A trade name belongs in its separate field. Do not substitute an owner’s personal tax identifier for the employer’s EIN.
Line 1 compensation, federal income tax actually withheld and the Social Security/Medicare taxable amounts are different records. They can differ because of the applicable wage definitions and exclusions. Enter each supported amount rather than copying one gross-pay figure into every box.
For 2025, the Social Security wage limit is $176,100 per employee; apply it separately using that employee’s annual wage record. Medicare wages have no corresponding annual cap. Employer Additional Medicare withholding generally begins above $200,000 paid to an employee during the year; enter only the applicable excess base, not all Medicare wages. The 2025 Form 944 instructions provide the line definitions and tax treatment.
The builder has separate Social Security tips and Additional Medicare fields. Its no-Social-Security/Medicare selection and territory withholding option need the underlying legal facts; a checkbox does not create an exemption. Keep ordinary wages separate from a special situation requiring further review.
Current-year adjustments may be positive or negative. Use allowed, documented adjustments, not an unexplained amount chosen to reach a desired balance. A payroll research credit must come from the permitted Form 8974 calculation and be supported by that separate attachment.

How can a notified employer have $1,461.60 of annual tax?
Consider a fictional employer already designated by the IRS to file Form 944 for 2025. Assume it pays one employee $7,200 of ordinary wages, all subject to Social Security and Medicare, and actually withholds $360 of federal income tax. There are no other wages, tips, Additional Medicare amounts, exemptions, adjustments or credits.
The example uses the combined employer/employee Social Security rate of 12.4% and combined Medicare rate of 2.9%. These combined return amounts are not additional percentages to withhold entirely from the employee. The employer and employee shares have their own payroll treatment.
| Return component | Amount | Calculation or assumption |
|---|---|---|
| Annual wages | $7,200.00 | One employee; ordinary fully taxable wages. |
| Federal income tax withheld | $360.00 | Actual withholding, not estimated income tax. |
| Combined Social Security tax | $892.80 | $7,200 × 12.4%. |
| Combined Medicare tax | $208.80 | $7,200 × 2.9%. |
| Tax before adjustments | $1,461.60 | $360 + $892.80 + $208.80. |
| Adjustments and credits | $0.00 | None under these facts. |
| Line 9 annual tax | $1,461.60 | The reviewed annual liability. |
This actual tax exceeds $1,000, but the assumed annual designation remains in force. At the same time, the annual Line 9 amount is below $2,500. Those facts answer different questions. The calculation does not show that every business with $7,200 of wages may choose Form 944.
For an internal reconciliation, suppose the same ordinary wages and actual withholding occur evenly over 12 months: $600 wages and $30 withholding each month. Social Security tax is $74.40 and Medicare tax is $17.40 monthly, producing $121.80 of monthly liability. Twelve times $121.80 equals $1,461.60.
That private monthly worksheet is useful even though the small-tax branch leaves the printed monthly liability boxes blank. The return’s branch instructions govern what is printed; the employer can still retain detailed workpapers.

Does filing once a year mean paying once a year?
Not necessarily. Annual reporting and deposit timing are separate obligations. The Form 944 deposit instructions distinguish tax below $2,500 for the year from larger annual and quarterly liabilities.
| Amount or condition | Question it helps answer | What must still be checked |
|---|---|---|
| Expected annual tax of $1,000 or less | Potential eligibility for the annual filing arrangement. | IRS notification is still required. |
| Line 9 below $2,500 for the year | Whether payment may accompany the timely return. | Pay in full and file on time; deposits remain an option. |
| Annual tax at least $2,500, quarter below $2,500 | The applicable quarterly deposit/payment exception. | Follow the timing conditions, including the special fourth-quarter rule. |
| Quarterly tax at least $2,500 | Monthly or semiweekly deposit requirements. | Determine the actual schedule and any next-day trigger. |
Under the example’s limited assumptions, the $1,461.60 annual liability can be paid with a timely return. If no deposits or prior overpayments have been applied, the same amount is the balance. If a verified $500 deposit was actually credited, the remaining balance would instead be $961.60. Do not enter a planned payment as an existing deposit.
For larger liabilities, review the full deposit chart rather than assuming that all annual filers qualify for a year-end payment. A $100,000 accumulated liability can trigger the next-business-day rule, and the threshold is tested before the relevant nonrefundable-credit reduction. The simple example has no such event.
The IRS employment-tax overview also distinguishes these payroll obligations from FUTA. Our Form 940 FUTA guide covers the separate annual unemployment-tax return and its different deposit threshold.
What belongs in Part 2 and on Form 945-A?
The builder chooses the small-tax branch when Line 9 is below $2,500. It does not populate the monthly boxes in that branch. When the return requires monthly reporting, enter liabilities associated with wage-payment dates, not bank withdrawal dates or bookkeeping accruals.
Monthly entries must reconcile to Line 9. A semiweekly depositor, including one that becomes semiweekly under the applicable $100,000 rule, uses separate Form 945-A, Annual Record of Federal Tax Liability. Do not complete the monthly boxes as a duplicate of that schedule.
Schedule B for Form 941 is not the correct annual attachment. Our Schedule B explanation concerns the quarterly return. Similar-looking daily grids do not make the forms interchangeable.
If a payroll research credit applies, its allocation must follow the Form 8974 and Form 944 instructions. The annual credit cannot simply be spread evenly or used to force a month below zero. The builder asks for confirmation that the required separate schedule has been prepared; it does not create that attachment.
Which additional documents remain separate?
The download contains the original three-page packet, including the payment voucher. Required Form 945-A, Form 8974 and closing statements must be prepared independently and included when applicable. Review both return pages, not only the first preview.
For a business that permanently closes or stops paying wages, the final-wage date and required records-custodian statement need accurate supporting facts. A closure checkbox does not establish where payroll records are kept.
The third-party designee section identifies a specific person, telephone number and five-digit PIN. This limited authorization to discuss processing is different from granting broader representation authority. Keep the designee’s actual consent and details accurate.
How should the completed PDF be checked?
Reconcile identity, year, filing notice, withholding, each taxable wage base, adjustments, allowed credit, liability schedule and actual payments. Check any refund or next-return credit selection. If requesting supported direct deposit, verify routing, account type and account number privately.
Complete the employer’s authorized signing requirements. The interface can leave the signature blank for printing or apply the signer’s drawing. The official instructions allow specified corporate officers and properly authorized agents to use an alternative signing method when its procedural and documentation conditions are met; a drawing alone does not establish eligibility. Paid preparers must separately sign paper returns manually and complete their own declaration.
Use Form 944-V only for an eligible check or money-order payment under its original instructions. A voucher does not replace an electronic deposit that was required earlier. Buying the PDF neither files the return nor pays federal taxes.
Inspect the current preview and price before ordering. The blank 2025 IRS original is available without a document-service purchase. Retain the completed return, attachments, notice, payroll reconciliation and payment evidence together.
Form 944 builder questions
Can I choose Form 944 because my business has one employee?
No. Employee count alone does not establish the annual filing requirement. Check the IRS notification.
Must an assigned Form 944 filer switch when tax exceeds $1,000?
Not automatically. Follow the IRS-assigned requirement and any confirmed change; deposit obligations may still increase.
Why are monthly boxes blank in the worked example?
The assumed $1,461.60 Line 9 tax falls below $2,500, so the small-tax branch applies.
Can I attach Schedule B for Form 941 to this annual return?
Use the required Form 945-A route instead when annual daily-liability reporting is necessary.
Does downloading Form 944 send a tax payment?
No. Filing, deposits and balance payments are separate from the PDF order.
Check Stubs Online’s Editorial Team checked the enabled 2025 tool, annual-filing designation, deposit distinctions and separate-attachment requirements. The original example reconciles $360 + $892.80 + $208.80 = $1,461.60 under stated ordinary-payroll assumptions.
